Who pays for senior care in New York?

Most Rochester families pay privately at first; Medicare covers only short skilled stays, home health and hospice; Medicaid pays for nursing homes, home care through Managed Long Term Care plans, PACE and services in Assisted Living Program beds; and VA Aid and Attendance helps eligible veterans and survivors.

The fact that surprises families most is that Medicaid does not pay rent in ordinary assisted living. Only the Assisted Living Program, with its own medical and financial rules, brings Medicaid into an assisted living building.

Where can Rochester families get free help with benefits?

NY Connects in Monroe County at (585) 325-2800, the Monroe County Office for the Aging at (585) 753-6280, and HIICAP Medicare counseling at (585) 287-6413; each of the other four counties runs the same services through its Office for the Aging.

Applications for Medicaid go to the county Department of Social Services where the person lives.
