What is an adult home in New York?

An adult home is a Department of Health-licensed residence that provides room, meals, housekeeping, personal care and 24-hour supervision to five or more adults who do not need continual nursing care, under 18 NYCRR Part 487.

Of the 46 licensed residences in the five counties, 10 hold only the base adult home or enriched housing license with no ALR, EALR, SNALR or ALP certification in the 2026 Q2 capacity report.

What is an enriched housing program?

An enriched housing program provides personal care and supervision fewer than 24 hours a day to five or more residents, mostly 65 or older, in apartment-style units with at least one hot meal a day, under 18 NYCRR Part 488.

Many enriched housing buildings around Rochester also hold ALR certification and staff around the clock.

How do SSI recipients pay for an adult home?

A resident on SSI in a New York adult home or enriched housing program receives the Congregate Care Level 3 rate, $1,688 a month in 2026, keeps a $262 personal needs allowance and pays the remaining $1,426 to the residence.

Not every residence accepts SSI as full payment. Ask before admission, and ask about Assisted Living Program beds if the resident also needs nursing-home-level services.

When does an adult home without ALR certification make sense?

A base-license adult home or enriched housing program can suit someone who needs supervision, meals and some personal care but is unlikely to need nursing-level help soon, often at a lower monthly cost.

The trade-off is that a resident whose needs grow will probably have to move. Ask how residents have transitioned in the past and where they went.

What should families ask an adult home first?

Ask whether it accepts SSI, whether it holds Assisted Living Program beds, who helps with medications, and what its most recent inspection report found.

Some adult homes serve a mix of older adults and younger adults with disabilities; ask about the resident population so a parent knows what daily life will feel like.
